The location is Ambika mills which is a couple hundred meters south of the Shangri-La hotel. The developer of the project is unknown.

Naked Rugby: Streaker Gives Stadium Crowd a Real Show in Australia
The only time I watch rugby is when a streaker gets involved.
Well, that and the annual Naked Rugby match in New Zealand.
